Repository plugin defaults and enterprise controls now GA

GitHub Copilot now offers repository plugin defaults and enterprise‑managed plugin controls in VS Code, Copilot CLI and the Copilot app, letting trusted repositories install and enable default plugins. This feature is generally available to all users.
